Preparation of Energy Efficiency Action Plans for public institutions

Every five years, the organisations responsible for the operation and maintenance of buildings owned and used by public institutions for the performance of public functions are required to prepare an Energy Saving Action Plan and submit it to the competent territorial office of the National Energy Network by 31 March of the year of its preparation. The Action Plan shall include a detailed analysis of the energy performance of the buildings concerned (year of construction, identification of cooling boundary structures, description of building services and mechanical installations, description of any existing renewable energy sources, identification of other major users/technology consumers, description of annual energy consumption). In addition to a detailed analysis of the existing situation, energy efficiency improvements that do not require investment, those that can be implemented at low investment cost and those that can be implemented at higher investment cost, and their expected energy yields, shall be identified.
